James DeCarolis has more than 7 years of experience using GIS and AutoCAD software to implement spatial analysis on projects. These included site plans, mine designs, and volume calculations with both civil and environmental aspects. Mr. DeCarolis also serves as the head of EnviroMINE’s Unmanned Aerial Vehicle (UAV) program and is a licensed Part 107 Pilot. He has prepared numerous compliance and permitting documents such as financial assurance cost estimates, reclamation plans, and use permits throughout California.
Mr. DeCarolis has prepared or assisted on economic, market, and royalty studies as well as estimated mining property valuations. Most recently, his work has included project management duties for projects such as exploratory drilling operations, habitat mitigation banks, and vested rights determinations. These duties include communicating with clients, coordinating with technical specialists, and representing the client’s needs before regulatory agencies. Vested rights determinations are especially tough projects to get approved by lead agencies. Mr. DeCarolis has become proficient researching and proving vested rights for multiple clients while gaining a good working knowledge of the relevant case law that shapes those determinations.
Experience
Performed or supervised the aerial photography and topographic mapping of more than 200 mine sites.
Completion of annual mine inspections for various lead agencies in Southern California.
Prepared and updated Financial Assurance Cost Estimates, Annual Reports, and Initial Studies.
Researched and prepared a request for a Vested Rights Determination which was approved in 2022.
Prepared Exploration Plan of Operations, Environmental Assessments, and worked as the NEPA coordinator for projects on public lands.
Researched, prepared, and updated multiple Reclamation Plans.
Analyzed volume calculations of mine plans using AutoCAD software.

Hobbies and Interests
James has been interested in sports from a young age and played football for Valhalla High School. When he doesn’t have his hands full entertaining his three nieces, James can be found spending his free time missing shots while playing basketball at the YMCA, watching the Chargers underperform, and rooting for Lebron James (and whatever team he is playing for that day). He also enjoys animals, the outdoors, and is in the process of becoming scuba certified.
