Planner/GIS Specialist

Travis Jokerst has seven years experience with permitting for mining projects and over nine years for the implementation of GIS technologies. His experience includes the preparation of mining reclamation plans, financial assurance cost estimates, processing of mine permit applications, SMARA compliance audits for the Cities of Upland, Rialto, and Redlands, and visual resource analyses. His GIS experience includes a variety of applications including physical and cultural spatial analysis. Mr. Jokerst is also knowledgeable about a variety of land use principles. His planning experience includes permit processing and project management for numerous development projects.

Examples of his experience include:

  • Project Management for permitting a number of mining projects with various public agencies. Efforts included preparation of the reclamation plan and all application materials in support of the use permit, interaction with County and City staff, coordination of subcontractor efforts, and management of public meeting process.
  • Preparation of financial assurance cost estimates for sites throughout southern California. These sites are within the counties of San Diego, Riverside, Los Angeles, San Bernardino, Imperial, Merced, and San Luis Obispo.
  • Conducting annual SMARA compliance audits for the Cities of Upland, Redlands, and Rialto. These duties included the review of financial assurances and site inspections to verify compliance with the reclamation plans and Use Permits.
  • Project Management for permitting of a concrete batch plant in the City of Oceanside. Responsibilities included preparation of application forms and oversight of project team efforts and interaction between city staff and project team members.
  • Project Management for permitting of an explosive storage site with the County of San Diego. Efforts included coordination of project team efforts, preparation of application forms, and processing through the County Department of Planning and Land Use.
  • Site location analysis for a rock quarry using various limiting data sets. These data sets include population density, geology, roadway circulation, availability of critical public services, land use compatibility, and biological constraints.
  • Managed numerous projects involving permit processing for Site Plans, Major Use Permits, Conditional Use Permits, Tentative Parcel Maps, and Building Permits.
  • Identification of permeable land surface area through interpretation of soil classification, land use development, geology, elevation, and climatic influences.
  • Presentations in front of community planning groups, design review boards, and elementary schools.
  • Managed an environmental data base for various data sets, including water well and biology, and geologic data.
Mr. Jokerst is skilled with the use of ArcGIS software and a number of complementary applications including Visual Basic, Photoshop, Microsoft Project, Excel, Access, PowerPoint, and PageMaker.
